If you balance the carbs first, then adjust the mixture which as you say
will increase the idle speed you now have un-balanced carbs again. I'd go
the other way round.

Then I narrow in the range till I get it just about right. Once everything is set you can adjust your idle by turning the screws the same amount (in for increased idle and out for a decrease).
