Got it resolved. I couldn't understand why it behaved like this, and still
don't because I didn't modify anything other than take the wheel off and put
it back on the same way it came off, and it was fine when I took it off. In
answer to your questions, I didn't take the levers or the linkage rod off. I
didn't adjust or alter the adjusting rod in any way. When I pulled the wheel
for the third time, I checked the cams and both sat in the same position.
Baffling to me, but after re-mounting the wheel for the third time with the
same problem, I followed the advice of a lister and took the linkage rod off,
adjusted the leading shoe, installed the rod and adjusted the trailing shoe
the same way, and the brakes were fine. Still don't know how they got out of
adjustment, since I didn't modify anything, but they are fine now. Thanks for

If you took the operating levers off, Could you have put them back on in a
different place relative to the cam?

Did you alter the adjusting rod? Is one cam more advanced than the other?
