It's an aircraft tool. Any aircraft tool supplier has them, or if you
google leak down tester, you can find plans to make your own.
There are 2 guages, one on each side of a metered orfice. The inlet
guage is set to 80 psi with a regulator, the second guage measures
leakage. Typically, 10% leakage is acceptable. Its a very good way of
testing cylinder condition. About the only thing it won't tell you about
is valve guides, because the valves are closed. Well, duh..
Make *sure* the cylinder to be tested is on TDC. :)
