Thanks for the responses to my question. I tried mounting the rear wheel
two different ways, with the fat washer on left next to brake plate and
on right under the nut. Didn't seem to matter so I decided to mount on
right under nut where it looks best, putting the thin flat washer by the
brake plate.
I did discover that when axle is tightened down the wheel is partially
locked up so I'll play with shims again this week. Sometimes I think I'm
doing all this sluggish assembly stuff on purpose just to avoid the
wiring. I'm going to attempt to wire several plugs into the system to
avoid some disassembly when troubleshooting. There's certainly plenty of
room in the frame channel for stuffing things.
