When the two bolts in question were not coming out smooth and easy I
tightened them back down and applied some lube to the few threads that
are exposed between the fins.
After letting this sit a few minutes I began the removal attempt again.
I would twist CCW until I felt resistance and then twist CW until
tighten, apply more lube and twist CCW again.
I worked this routine for about fifteen minutes and had gotten both
bolts to loosen about 3/8".
Feeling that with each CCW movement the bolts were getting easier to
remove and that the lube was getting worked in deeper and deeper I
decided to attempt to twist them on out.
Well as you might expect the first one snapped immediately.
I went back to the CCW til resistance, CW til tightened, Lube on exposed
threads, repeat. This was tried for another 1/2 hour until while
twisting CCW this bolt snapped also.

Now that all the details are revealed I'd like to ask what direction It
is thought I should pursue.

Because the previously exposed threads are contaminated and are likely
the reason the bolts will not come out I'm fearing that a mere
application of an easy-out for removal might end up with a broken
easy-out.

Thanks for your help.
