The reflector and chrome ring go on after you have tightened the bolt. So dissasemble the reflector first. There should be a big fender washer on the inside that the bolt goes thru then thru the rubber then thru the fender. Tighten it all up then place the reflector in the rubber then press the chrome ring on the entire thing.

OK I am stupid on this one. I'm trying to mount some clean used Lucas
relectors onto my newly repainted front fender and can't figure out how
to tighten them onto the fender. The bolt that runs through the rubber
backing then through the fender is not locked, but spins as I am trying
to tighten the nut onto it. I've got the nuts started but can't tighten
them down because I can't get hold of the bolt to hold it still. Has
anybody else gone through this dilemma and know how to get these
reflectors on tight? I'm sure I will be going through the same thing
when the rear fender arrives.
