I agree with LAnnis, I have had the same experience here in Rochester NY.
Not all locksmiths are true "smiths". There are still guys out there that
use rat-tailed files to fabricate channels in blanks, round out a tooth,
measure tumblers, take patterns of locks etc. Just requires a bit more
patience on the part of the customer to really find these true "smithys".

You may want to have one more look around your town to see if there's a
real locksmith there anywhere. Most places these days are nothing but
key-copiers and doorknob-sellers.
A real one can make you any kind of key, they'll fabricate it from
scratch if necessary. Once upon a time, they used to be able to build
locks from scratch, but that's probably a lost art now. But keys, they
should be able to do.
