I often find that the washer at that location gets stuck in place and
does not come out easily. Youd do have to have one to take up the shear
force of the turning nut against the aluminum head. Look in there
closely. Stick a long magnet down this hole. If it sticks, then there
is still a steel washer embedded in there.
