Well, I haven't noticed any black smoke other than just a bit on
startup. My plugs have a tendency to be black, but haven't given me
fouling trouble.

There may be other symptoms, but I'm not sure that I've noticed anything
else.

are
the other symptoms? Black smoke? Black plugs?

I agree, Bruce, it seems backwards to the symptoms I'm experiencing.

Greg,
I'd think that a higher pressure in the gas tank would lead to fuel
being pressurized. Maybe to the extent that it "overpowers" the float
and
you get an over rich mixture.

If you get a vacuum in the tank, then you get fuel starvation; this
condition seems just the opposite.
