After a few false starts, it worked, and fork action is vastly improved. At the same time, I made a pre-load spacer for the springs, and gained some extra ground clearance. It's a bit of work, but it can all be done with files, hacksaw, drill press, and one tap. Also, this method looks like it could be an easy way to convert a drum-brake loop to disc brakes. If anybody's interested, I can write up how it was done.
