If the painter WAS really good,he would have left the last 1/4 inch under the
cap bare metal so gas fumes wouldnt get under paint,if he did do that,and
there is a problem then it could be like you said,never seen it though.You need
BARE metal, to seal or your asking for trouble,Mark
