Brett,
I am running 32" long "shark fin" mufflers w/ Wixom bags on my '74 Police Eldo. I was looking for a "long 'n low" look, so I made extensions for the bag mounts that lower them 1" & moved them rearward 1/2" I wanted the "fins" to come up behind the bags, so I made up pipe sections about 5" long to go between the header pipes & the mufflers. The mufflers extend about 3" beyond the bottom lip of the rear fender, even w/the trailer hitch I have on the bike.
Looking at my bike, I'd say that without an exhaust pipe extension, the 32" "shark fin" style muffler would hit the bottom of the bag, even if the stock bag mounts were used.
If anyone is interested, the mufflers are a Harley aftermarket product. I covered the pipe extension w/a 10" chrome heat shield that really looks good on the bike. The shield is held on the pipe w/hidden hose clamps & covers the extension and the first 3" of the muffler. No muffler clamps are visible and a smooth line from the header pipe into the muffler is created. The heat shield is also Harley aftermarket. I got the mufflers & the shields from Gene's Moto Guzzi Shop in Eldorado, Arkansas.
