Well, I'm getting it a little bit at a time.

My '75 Eldo starter problem was a combination of old connections and a
duff Marelli starter relay. Cleaned up all the starter circuit
connections, replaced the sparking and arcing Marelli with a $3.99
Federal-Mogul DF005 30A from AutoZone (thanks, Mike), and off she goes.

NOW I've figured out why the P.O. had adjusted the 'choke' cables so
that there was no slack in them and they were sitting slightly open all
the time. It's the only way the bike will run.

Now that I've adjusted those cables so that they fully shut off the
"starting jet" fuel when the lever is closed, I've found that I have to
keep the lever open some for the bike to run at all.

It starts right up on full choke in a 40 degree shop (too lazy to light
the kerosene burner), and will warm up idling pretty well as I slowly
close the lever. But if I close it all the way, it will backfire
through the carbs and buck and miss and cut off. I've let it warm up
good, then rode it up the road with some choke on, and shut the choke
off while running at 3-4000 RPM in third gear, and she'll start spitting
back and missing and cutting off till I cut the choke back on. With any
choke at all it runs too rich and emits black smoke. The slides are
synchronized for mechanical motion, anyway.

Can't imagine that it came out of anyone's shop set up like that. It
has K&N pod filters (clean and oiled) and stock police pipes with the
baffles missing. Would an Eldo be so sensitive to jetting that maybe it
has the stock jets and it's way too lean with the K&Ns and pipes?

Maybe the best thing to do would be to send the carbs to someone who
knows what's what, and have them check them over and jet them
appropriately for a 1000cc Eldo with K&Ns and "open" pipes, whatever
that jetting might be, and I would just install and sync and adjust
them. Any suggestions?
