Yes and probably not.
Yes, water probably got into the tops of the carbs in the rain- there's
not much to stop it unless you use brand new cable ends. The cable
adjusters do point up. It could just have easily been condensation,
though.
It probably didn't cause the slides to stick- you got the slides out of
the carbs right? And the gasoline from using carbs probably kept the
insides somewhat lubricated. I bet the cable rusted in the housing and
that's why it was hard to use.
