with the carb upsidedown, the float should be level with the bowl flange. if
it's abit, and i mean A BIT!! up, the fuel level will not be enough to feed
the bike at sustained high rpm's. very unhealthy for the engine and those
spiffy chrome pipes. ask me how i know!

I investigated this question when I was R&Ring my VHBs several years ago.
Never did find a specific float setting for them but someone (Godfrey D.
perhaps) that with the carb held vertical and the float is parallel to the
ground, the tang on the float should close the float valve.

From this description, I don't think that the float setting is all the
critical
 for these carbs.
