Hi Rich,
If you mean the type of cap with the lever on top, there's a wire retainer that holds it to the filler neck. I usually take my "pick" with the hook on the end and pull the retainer out of the cap at the pivot point. Sometimes helps to squirt it with a little "gutenschlick" (WD40, Lube-Job, etc.) first.
