Hi Fred,
If the rubber is still pliable enough, roll one edge of the rubber grommet up and push it through the hole in the metal piece. Once you've got the grommet out of the bracket, it can be stretched over the cable ends. New (correct) grommets are available if yours is shot. Never saw a cable that came with either piece. Cheers,
