Thanks for all of your sugestions and help. I did clean all of the contacts,
which did not change the way the starter acted. But made me feel better that
I did it anyway. Checked ignition timing and found that to be the problem.
A simple test my neighbor sugested was to crank the starter with the
sparkplug leads disconected from the sparkplugs. If the starter turns
normally that is a good indication that the spark is a bit advanced. Tried
it and sure enough it cranked without any hesitation at all. He explained to
me the reason why the ignition could be the cause. So now it turns over
without any hesitation and starts right up. Thanks again for your help. This
list is sure a great source of info.
