I went out to the garage to see how out-of-round the front wheel is.
I jacked up the front until the point of largest radius just touched the
floor. The result is that I found that the wheel is out-of-round by 1/8"
or less. I am not sure whether this is due to the tire or the rim, but I
do recall that when I rebuilt the wheels I was careful to check this,
however the tire is evenly mounted so the rim may be slightly out. I
will rechack the balance of the rear wheel, but I think it is probably
OK because I had it balanced at the same time I had the front balanced.
My question now is this: would an out-of-round condition of 1/8" be
enough to cause this problem?

As it turned out, the front tire wasn't really round and had about 1/8-1/4" runout. I put some Dunlop K-70s on it because I like the old tread pattern, problem solved. $55ea from Tires Unlimited, best deal. You might also check the balance on the rear tire.
