Is this just the gasket or the whole cap? Is this for the police
twist-off cap or the regular captured cap?

Three month later, I get some leaks from the pinhole in the top of the cap but not from around the gasket. It is a Custom Chrome 26011 part, which is a replacement for the Harley OEM 61114-48. ******** Here's a tip for adding oil to the engine. Save the pointed cap from a 90 Wt gear oil container. It will fit most standard oil containers (not Mobil 1, however). Attach the cap to your container, put your finger over the cap and insert it into opening for adding oil. Remove finger and squirt.
