Acetone should get this stuff out. Be careful with it if you have good
paint on the tank you want to keep.

I have a tank I bought at a swap meet that has been lined with a heavy,
dark-grey colored liner. The tank that came with the bike was straight
but rusted through on the bottom.

I usually creme tanks prior to painting them, but I'd like to get this
stuff out so I can assess its condition before I line it.

Any suggestions?
