Acetone should get this stuff out. Be careful with it if you have good
paint on the tank you want to keep.

The tank that came with the bike was straight but rusted through on the bottom. I usually creme tanks prior to painting them, but I'd like to get this stuff out so I can assess its condition before I line it.
