Stephen,
The two extra holes at under the taillight are for the U shaped bracket
that attaches to the rear of the saddlebag rails.
The other ones on the side are just for turn signal wires to run through
to the signals @ the bottom of the Wixom(Aurther Fulmer) hard bags.
