Thanks Kevin. I was going to try the spacer idea next. Good idea regarding
the rubber washers. It sure does place a lot of stress on the fender. Would
like to see some close-ups if any one can post them.

I was starting to wonder if the bracket that lives under the rr fender was stock for that setup or something someone made. Looks more like the latter because its a very crude piece of metal, but now that I know it has relatives out there.... I have to use a long bolt with about 1/2" spacers on each side. The rails don't line up flush on the spacer but I live with it for now. That setup defiantly has room for improvement. Maybe a whole new bracket with the correct length and bends or a spacer machined to a mild slant on one end. I hate the setup on the rr fender also. That's a bunch of heavy metal to be hanging there. Be careful on however you mount everything using that setup so as not to warp the fender and crack the paint. I use rubber washers inside and outside the fender, that seems to give it a little cushion and play. Improving that setup was going to be a project of mine this winter. It seems to me that I may be missing a spacer on each side of the bracket that attaches on the inside of the rear fender. Either that or the bracket has been bent just enough to cause the problem.
