I think you are reading this backwards or it is written backwards. The
CIVILIAN Eldo must be in Neutral to activate the starter circuit. The POLICE
Eldo has a switch contained within the clutch cable that does not exist in
the Civilian clutch cable. This switch mimics the neutral switch function
and allows you to start in any gear as long as you pull in the clutch.
