Bob,
I agree that the relay shouldn't do anything unless you are pressing the
button for the horn. Are you sure you have the wires going to the right
terminals? Sounds like you may have picked up a ground on one side of
the relay coil. Check the wires going to the coil of the relay with a
volt-ohmeter. One wire should be hot as soon as you turn on the switch.
The other wire should go to the horn button, and should give a low ohmic
reading to ground when pressed. If the ohmic value is low all the time
the wire is grounded and should not be. You'll have to figure out why.

Tom, Nice pics on the relay placement, but I have a question for you. I am installing a pair of Fiamm horns on my Ambo as the stock unit is too weak. I have aquired a Marelli relay to put in line between the switch and the horns. It does work as I hooked it all up before screwing anything onto the bike. One thing I noticed though is that when I turn on the ignition key, remember Ambos do not have start buttons, the relay makes a "click" sound like it is activated or something. Is this normal? I would think it would make a click when I hit the horn button but why does it click when I turn on the bike? If this is normal that's OK with me just want your opinion. Thanks for your time.
