I think I know whats going on now. Left plug has always had some oil
residue on the threads and some oil where the plug gasket seats to the cyl.
Left plug always black too. Right side always has looked dry and some
brown color on the center ceramic insulator.
I put it down to the left plug not firing hot enough. got new NGK Br6ES
on both sides
Now after my first 1000 miles I see I am down a qt.
the minor drips don't add up to that. I think the oil rings are not doing
their job, and probably because some chrome has flaked off the bores.
I think that the L plug may foul intermittently and cause my idle to drop
2-300 rpm sometimes.
This may cause poor efficiently in the one side and give me the low mpg
Looks like I need to do some exploratory surgery.
I will try a cheap and easy solution first and see if there is any kind of
oil treatment that frees stuck rings.
Its a long shot, but what the heck!

I am on the 50+ mpg side. On both bikes.

Maybe the brakes are dragging? Always riding up hill? Maybe your speedo is
wrong. Get a bike speedo like I did and then you will know for sure.

 I understand Loops get around 50 mpg.
I am getting 37-38 mpg

It seems to run well. no smoking, I tried to lean out the mixture but then
get slower idle speed and popping during deceleration.
I'll do a compression check and balance the carbs next week. Maybe that
will help.
