It's a popular modification. Most of the ones I've seen run a long tube out of
the filler bolt, up to the fender and then down to the end of the fender (kind
of a big upside down "J".
The idea is to relieve pressure build-up in the final drive that causes the big
oil seal to blow. I don't have a vent on my '71 Ambassador but I use a high
quality hypoid gear oil that does not foam up and I've not had any problems.

It's not really hurting anything to have a vent, as long as it doesn't allow
water to get in there.
